I use it all the time for a top coat, not sure about for base, i'm pretty sure I had it on and just decided to leave it on a put another color over it, should work fine.
Absolutely. Using it as a base coat makes sure your nails don't get stained a yellowish color and using it as a top coat keeps the colored nailpolish on for longer without it chipping :)

If you wear a colored polish its always good to apply a clear coat before to prevent yellowing nails. And a clear coat on top to help seal the color polish.

sure, why not? You only use a base so that the color won't bleed into the natural color of your nail anyway.
