lol there really doesn't seem to be a difference between the two...
The only difference i can think of is the base coat could contain stuff like nail strengthener and vitamins if you chose to buy it like that. The top coat is just plain or can even be the same thing as the base...
base coat can be a clear coat put on before the colored polish to make it easier to remove without staining the nail. top coat can seal in the color and make it shinier
