Yes, it can.


I frequently use a clear nail polish for a top covering, which makes the nail look really pretty and polished.


It can also be used as a base coat.





I usually don't use a base coat, though, because then the colored nail polish feels like another top coat.

base coats act as a sealant when applied to the nail...to prevent stains and to make the nailpolish last longer...the top coat is used for shine...





kinda like wood stain ...it npt only colors the wood but it protects it...and to make it shiny u shalck it...same principle..





i'm sure u can use the top coat as a base coat but i suggest u buy a base coat..they are inexpensive and let's admit it, there's a reason for base coat and top coat....2 different things...
